nope she isn't fully grown, she will grow to a little under a foot long including her tail! axolotls can loose their gills and become terrestrial but that is not natural and only happens when they are kept in bad conditions or it is induced in a lab, hopefully bob never metamorphs because it greatly reduces their lifespan aswell.
i can take her out of the water V but if you damage her skin she could get a fungal infection so i tend not to handle her unless i have to.
damn i should have taken photos of her eating two earthworms a minute ago! oh and the bad quality is because it's my phone camera...
