I don't know about the MOST...chicago is pretty messed up as well!
Last month wee had 2 days of non stop snow leaving about 18" on the top of my brother in laws car on my driveway, and over 3 foot deep snow banks with tempratures below 0 F. 3 Days later it was 60 F (15.5c) and all the snow melted, 2 days later its -15F (-26c).

Swansea is a chocolatehole. It's like a Welsh Plymouth crossed with Glasgow. Full of concrete and crime. Although the university isn't in the city itself. It's just outside where things pick up a little. At least it's close to the hospital.
