I would like to make scrolling titles on my forums how would i do that.

Edit the MySQL database.  Usually phpMyAdmin is used to do these things.

i have pnforums so i don't have phpmyadmin

Well if you can't edit the MySQL database, sorry I can't help you.  I don't know much about these things - I just play around and figure stuff out
