Apparently there was trouble getting a decent source for it.
On TokyoTosho theres a 186.3MB 720p RAW = AutoFailure.......... none of the RAWs go over 200MB.
[Zero-Raws] ef - a tale of melodies - 01 RAW (D-tvk DivX6.8.4 24fps 704x396).avi would be my personal choice, but still, it's 115MB.. that is tiny even for a WorkRaw..
EDIT: And apparently Chihiro worked with the Transport Stream >.>

I see a 199.6MB, 576p raw. But that's an AVI raw, so that 199.6MB < 186.3MB of x264. :(
And size depends on degree of detail, change, and a lot of other factors. So not necessarily 186.3MB = autofail. (But yeah, it does seem really low)
EDIT: Wait, you say Chihiro got a transport stream... and it still looks like that... The studio = fail.

Will most likely be better to get the bigger (frame size) raw and downscale.
