I'VE GOT IT TO WORK!!! with thanks to Anubis suggestion. and there was no need to download any programs to do it either. you just need a pc/laptop and a usb cable.
here's how i done it:-
1. enter recovery mode.
2. enter advanced.
3. select "Toggle USB (flash1).
4. on your pc/laptop, open "my computer" and open the psp's mem card.
5. look in the folders for the file "config.se" (i think it was in "recovery") and delete it.
6. on the psp, select back, then exit.
and that was it. job done!!!
