You might the "KDE bar" is called kicker, or KDE-Menu. Since this uses mingw you could try to compile it, I'm not sure how the QT > NT run times will handle it though. The ported source has the KDE-menu.cpp, I just don't think it would be a good idea. Many integrated windows applications would restart explore (and, no you can't remove it) and cause problems. Porting the applications is the way to go, a full replacement would slow down the system too much.

There was a group that had a beta of a full replacement to KDE they never could get past the beta/testing stage. Also windows updates would screw things up, so KDE would need updating also, over all way to much work for something most people would never use, and/or know about.
