Irrelevance is not the issue. The concept is several spirited colors and shapes around an energetic pokemon.
Not all effects are irrelevant, and if effects bring out the focal and make a sig interesting, it is not irrelevant.
And I think what your trying to tell me is that it has no concept. Everything has concept, you just need to look harder. Even if concept is not meant to placed into something, there is concept.
