Photoshop, and for effect I would have to guess either C4D wrapping or some egde filters.

There is a simple cartoon/comicbook effect in Photoshop, if you do filter>blur>gaussian blur to like 10 then do edit>fade gaussian blur and choose darken, its looks different to this though

Nope.,
Ok. First apply image (Image>apply image>ok) then
Press CTRL+T and in the boxes on top set the size to 200%. so the layer is twice as big.
Then go filter> stylize>diffuse then pick anistropic.
Press ctrl+f 2 times to strengthen the effect
Then press ctrl+t and bring the size to 50% in both boxes on the top. so the layer is back to normal.
then filter >sharpen>sharpen (optional up to 2 times)
Repeat the whole precess to strengthen the effect as much as you want.
